Promote and facilitate a regular and timely exchange and sharing of reliable data and information between the member countries and the Program.
Follow up the Program QA Procedures and Metadata Standard to ensure that the primary data and information is up-to-date and made accessible for ready to use by member governments, policy and decision makers, institutional developers, donor and investment community and other stakeholders.
Implement and develop an existing high quality and integrated IS databases which include socio-economic, hydrological, meteorological and water quality data.Also update a well maintained IS Portal web service.
Act as a Manager for consultation, coordination and implementation of all Program activities (intra-program, inter-program and external coordination)
Coordinate and organize Program implementation work plans, budget plans, technical studies, training and workshop schedules.
Prepare Term of Reference, specifications, tender documents, as required for implementation of Program activities
Coordinate with all teams of Modeling, Hydrology and GIS/Databases to ensure that the implementation of projects is in good progress and with efficient use of available resources
Identify progressive risks, key and emerging issues and /or actual deviations from the work plans and select and implement appropriate response measures
Establish regional network with other international organizations in the region and develop global links with relevant organizations and technological resource centers around the world.
Qualification
:
Master degree in computer science, modeling, GIS/database and water resources management
Over ten years experience serving in the Asean countries with 5 years experience in GIS, Arcinfo/ArcView, modeling work and a strong experience in these computer programming.
Extensive experience in data and information management, geospatial data infrastructure issues, etc.
Experience/knowledge in developing project planning, programming, execution, strategy formulation and project management including procurement of services and contracts.
Very strong command of spoken and written English
Strong presentation andreporting skills
